I mean every one has different perception on congestion and can we define the congestion conditions so to trigger the &quot;congestion management parameters&quot;?

Does that means that the link utilization will be cap at 75%, or it just for allocating the bandwidth for diff class map. 

Example 

I got a 10mb link, max-reserved-bandwidth is 75%, would i be able to use more than 7.5 mb?
